Position Summary:
This position is under the supervision of the DEH. The incumbent promotes individual and population health by providing essential services of public health within a variety of settings. Responsibilities include: collect and deliver environmental samples, perform environmental tests, record and report observations, collect information from people in various settings, assist with filing, data management, and other administrative support functions for all environmental health programs and other duties as assigned. May assist in environmental health programs such as beach monitoring, solid waste investigation, Davis- Besse monitoring, smoking complaint investigation, sewage treatment system inspections, and other programs as assigned. May include routine interactions with citizens, vendors, patrons, licensees, or applicants to gather and process information.
Essential Knowledge, Abilities and Skills, Education
- Applicants must have a minimum of a high school diploma;
- The ability to make decisions and to work alone;
- Ability to follow verbal and written instruction;
- Well versed in modern office procedures, practices, and equipment;
- Ability to use and adapt to various computer software;
- Ability to maintain a high degree of organization, coordination and communication with attention to detail and accuracy;
- Ability to comply with state and agency policies and procedures;
- Must be physically able to perform all duties;
- Must have a valid Ohio driver’s license and proof of auto liability insurance coverage.
Essential Functions of the Position
- Collects and delivers environmental samples including surface water, drinking water, air samples, fish samples, produce, sediment, sewage treatment effluent samples, rabies specimens and other routine samples as necessary;
- Performs routine environmental tests to determine parameters such as residual chlorine, concentration, pH, temperature, linear and volumetric measurements, and others as necessary;
- Places tracing dye in sewage treatment system components and monitors for the presence or absence of the dye at a specific location where a discharge is suspected;
- Records and reports observations in complaint investigation situations, including but not limited to the presence or absence of solid waste, fecal material, or wastewater discharges;
- Collects information from homeowners pertaining to the Sewage Treatment System Operation and Maintenance (O&M) program or Private Water System program in non-enforcement situations only;
- Assists with filing and data management for all environmental health progr Assists with development of the Sewage Treatment System O&M program according to O&M plan rollout;
- Assists with collecting information from animal owners and bite victims regarding circumstances of animal bite incidents. Contacts veterinarian office to verify the vaccination status of the biting animal.
Job Location
- Travel to off-site locations within Ottawa County and rarely out of county or state;
- Work a general schedule of 7:45 AM to 4:30 PM, although a flexible schedule may be required, including evening, weekend, and holidays;

- Any other necessary equipment
Physical Requirements
- Climb, reach, stand, sit, stoop, walk, push, pull, twist, squat, lift, grasp, bend, kneel, use of fingers;
- Support up to 50 pounds;
- Light work with some heavy work;
- Employee may come into contact with or be exposed to:
- Rough lake conditions, temperatures below 32 degrees for periods of more than one hour, noise, vibration, atmospheric conditions, chemicals, insects that may carry vector borne diseases, and/or animals that may carry animal borne diseases, secondhand smoke.
Other Responsibilities
- Respond to public health emergencies as appropriate and/or directed by the Health
Commissioner and/or DEH;
- Contribute to continuous quality improvement of individual, program, and organizational performance;
- Performs any and all other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operations of the Ottawa County Health Department;
- Contributes to the development and implementation of organizational strategic plan.
