The Director of Human Resources and Customer Service is responsible for the recruitment, retention,
Employee lifecycle, personnel matters, compliance, employee handbook, workforce development, performance management and as well as supervising the related employees, providing leadership and direction for the Office of Human Resources and Customer Service.
This role originates and leads practices and objectives that will provide quality performance culture that emphasizes excellence and productivity, goal attainment, and the recruitment and ongoing development of a strong, competent workforce, all in support of our mission and vision. This position oversees a team in the areas of human resources, customer service, payroll, quality improvement and accreditation, and serves as a member of the Senior Management Team.
Duties Include:
- Under the leadership of the Health Commissioner, this role plans, develops, and administers activities and operations of Human Resources, including strategic planning, performance management, workforce development, progressive discipline, etc. Directs and oversees the life-cycle stages of all employees at Franklin County Public Health; this includes attraction, recruitment, onboarding, development, retention and separation.
- Develops the HR workforce development plan in alignment with the agency’s adopted strategic plan. Provides recommendations for policies, programs, and services in alignment with the agency’s adopted mission and vision, community needs, and federal, state, and local mandates. Provides strategic oversight for competencies, scope of practice, and development of competencies in staff in line with the workforce development and workforce planning policies.
- Provides leadership for specific projects and/or initiatives, including participating in strategic planning, recommending policy and procedural changes, employment law and the development of policy.
- This role is responsible to monitor continuous quality improvement practices and national accreditation efforts in the agency as they relate to best practices, performance management and measurement, and accreditation standards.
- Acts as a subject-matter expert and coordinates with vendors, county partners and staff to maintain and develop related software systems supporting HR/CS activities.
- Develops and maintains effective working relationships with public health partners.
- Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial, and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
- Other related duties as assigned.
Position Requirements:
- Master’s degree in human resources, business administration or related field required.
- At least five (5) years of progressive human resources management experience with direct supervisory experience required.
- Minimum three (3) years’ experience in employee relations, public employment law and policy development required.
- Minimum three (3) years’ experience in performance management at all levels of the organization, including quality improvement practices required.
- Experience in leading change management strongly preferred.
- HRCI or SHRM certification preferred.
- Valid Ohio driver’s license and ability to meet insurability requirements required.
- Some evening and weekend hours required.
Hiring Wage Range: $42.12/hour - $48.44/hour. This is a classified, exempt position.
