TITLE: Finance Director/Chief Financial Officer
CLASSIFIED: Full Time; FLSA Non-Exempt
PAY RANGE: $41.28-$57.79/hr. ($85,862.40-$120,203.20/yr.), depending on experience
180-Day Probationary Period
WORK HOURS: 8:30 A.M. to 4:30 P.M.; some nights/weekends/holidays may be required
IMMEDIATE SUPERVISOR: Health Commissioner
GENERAL SUMMARY DESCRIPTION: As a member of the senior leadership team, the Finance Director/CFO will provide strategic leadership and operational oversight of the health department’s finances. This position is responsible for the recruitment, onboarding, management and retention of the staff in the Finance Division. The Finance Director/CFO will expertly leverage agency resources to forecast agency costs and revenues; to prepare and provide accurate financial reports by established deadlines; to develop, implement and maintain financial policies that position the health department for effective and nimble operations; to provide timely, accurate responses to all audit and other financial inquiries; to ensure appropriate use of agency funding, in accordance with grant rules and spending authorizations; to support application for and effective management of grant funds; to ensure comprehensive budget development and timely tracking of expenses; and to work effectively with agency partners to achieve public health goals and priorities.
MINIMUM EXPERIENCE/QUALIFICATIONS:
- Bachelor of Business Administration – preferably with a major in Accounting; Master’s degree preferred.
- CPA license preferred.
- Must have strong organizational skills, strong analytical thinking abilities, strong attention to detail, work independently, have the ability to multi-task, be able to meet deadlines, be an effective leader who is able to delegate and effectively utilize staff.
- Experience working with governmental grants and reporting requirements strongly preferred.
- Experience working in public health or a federally qualified health center (FQHC) preferred.
- Knowledge of and adherence to GAAP.
- Must be proficient in Microsoft Office Suite and accounting software.
- Must successfully pass background check.
- Must possess a valid Ohio driver’s license and reliable transportation.
- Must be able to provide proof of automobile insurance.
- COVID-19 vaccination or eligibility for medical or religious exemption required.
- NOTE: An individual who poses a direct threat to the health and safety of others in the workplace will be deemed not qualified for this position.
