Job Duties:
Duties include writing and applying for public health grants, overseeing grant fiscal operations, new program development and implementation, develop internal processes /procedures for new or revised community health services programs within the Health District, evaluate data to support existing or proposed programs at the Health District, actively participates in public health emergency planning, troubleshoots and solves internal issues related to Community Health Services, assists the Health Commissioner in oversight of staff and personnel policies, represents Health District at appropriate local, regional and state meetings, serves on inter-agency committees. Oversees Nursing Services, Injury Prevention and Harm Reduction. The Community Health Services Assistant Health Commissioner works with the Environmental Health Services Assistant Health Commissioner who serve as joint Accreditation Coordinators for the Health District.
The individual filling this position will also be trained in CCPH related emergency response procedures and is considered essential for any public health emergency response and disaster recovery.
Minimum Qualifications:
- Master’s Degree in Public Health or equivalent degree
- Five years’ experience in a health/public health
- Five years’ experience in a management position and working with grants preferred
- Strong communication, written and public speaking skills
- Extensive computer skills and ability to use spreadsheets and formulas to review and analyze data
- Attention to detail in processing work
- Consistently meet deadlines, and have ability to work independently
- Must have and maintain a valid driver’s license
- Required to have regular and predictable attendance

Clermont County Public Health offers a generous benefits package to all full-time employees:
- Health Insurance – Employees may choose coverage ranging from single to full family benefits based on eligibility. The agency pays 81% - 87% of coverage depending on selection. Value of health insurance ranges from $5,884 - $22,542 annually. Employees selecting high deductible plans can receive $600 – $1,200 per year for a health savings account.
- Dental Insurance – Optional for employees to pick up, at a cost of $12.25 – $37.51 per pay period.
- Vision Insurance – Optional for employees to pick up, at a cost of $2.82 – $8.08 per pay period.
- Life Insurance – Agency provides $25,000 per year, no charge to employee.
- Supplemental Life Insurance – Employees may purchase up to $250,000 employee, $100,000 spouse, and $20,000 children.
- Accident and Critical Illness Insurance - Available to be picked up by the employee.
- Long-term Disability – Agency picks up first 5 years until employee becomes vested in PERS.
- Public Employees Retirement System (PERS) – All employees contribute 10% of their salary to PERS and the agency contributes 14%. Agency estimated value based on salaries above range from $5,600 to $7,700 annually. Employees do not pay federal social security tax from income, all contributions go directly towards PERS.
- Deferred Compensation Plans– Employees may contribute to tax deferred supplemental retirement accounts.
- Tuition Assistance Program – CCPH offers tuition assistance to all employees after one year of service; up to 90% reimbursement.
- Paid Holiday, Vacation, Sick and Personal Leave – Vacation starts at 2 weeks annually with up to 5 weeks per year at 20 years of service. Ten to twelve paid holidays annually. Sick leave accrues at 4.6 hours per 80 hour pay period which amounts to 15 days per year. One personal day per year with the ability to convert sick leave for up to an additional 3 days per year.
