RATE OF PAY: $24.50 - $27.57/hour
based on education, experience, and credentials.

JOB SUMMARY: Full-time exempt position responsible for employee relations, the coordination of transparent, sound, and stable human resources functions for Mahoning County Public Health (MCPH).
ESSENTIAL FUNCTIONS:
- Oversee the hiring process for new employees, including but not limited to, posting, advertising, interviews, setting up background checks and drug screens for new employee candidates, agency identification, letters to hires, etc. Assist in evaluation of employees and tracking of probationary periods and new employee curriculum. Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
- Prepare and maintain personnel files. Update and revise personnel files and policies, including but not limited to, job descriptions, evaluations, and compatibility with liability insurance requirements agency wide. Maintain and update human resources documents, such as organizational charts, personnel manuals, new hire paperwork, or related documents. Prepare or maintain employment records related to events such as hiring, disciplinary actions, terminations, leaves including FMLA, transfers, or promotions.
- Coordinate with directors for internship opportunities. Prepare technology and ensure proper documentation for shadowing and internship experience.
- Serve as a link between management and employees by handling questions and interpreting policies and procedures. Assists in development of agency materials, policies, and programs.
- Lead management team in contract negotiations with AFSCME Local 3759.
- Act as liaison with Mahoning County Commissioners Benefits Coordinator regarding employee health care coverage including open enrollment, explaining health care options to new employees and preparation of documents to be submitted to add coverage for that employee to the plan, and terminating coverage for employees when their employment ends with MCPH.
- Works in tandem with the Mahoning County Prosecutor’s Office in unemployment claims.
- Works in tandem with the Mahoning County Risk Management in Worker’s Comp claims.
- Responsible for activities with PEP Ohio regarding liability and other insurances.
- Ensure that employees who are issued a cell phone have up to date service.
- Gather and organize documents to satisfy public records requests for HR related matters.
- Seek ways to improve policies and procedures. Identify opportunities in areas such as talent management, workforce planning, employment law or other related fields. Ensure compliance with applicable laws regarding employment practices and procedures.
- Carries out responsibilities in accordance with the MCPH policies and applicable laws.
- Assist in conducting interviews and process to recommend hires to the Health Commissioner
- Assists leadership in training employees along with planning, assigning, and directing work when applicable
- Assists leadership with performance appraisals along with the rewarding and discipline of employees.
- Responsible for addressing human resource related complaints and resolutions.
- Attend Board of Health Meetings, administrative meetings, or similar activities.

ORGANIZATIONAL DUTIES:
- Participate in continuous quality improvement (CQI) team projects and CQI training initiatives as applicable or required. Incorporate the principles of CQI into daily work activities.
- Participates in public health emergency response activities as needed or directed. Includes the completion of Incident Command System/National Incident Management System trainings.
- Attend and participate in agency training, events, and activities including but not limited to: Strategic Planning, Community Health Assessment/ Community Health Improvement Planning, Workforce Development, MCPH Ethics Committee, Safety and Building, Capitol Improvement Committees.
- Assists in maintaining Public Health Accreditation Board (PHAB) accreditation status.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree from a four-year (4) college or university in HR, business administration or equivalent.
- Valid driver’s license and liability insurance
- Must be legally authorized to work in the United States without requiring sponsorship for employment visa status now or in the future.
PREFERRED/DESIRED QUALIFICATIONS:
- Five (5) years local government experience.
- Master’s degree in HR, business administration or equivalent.
- Three (3) years of experience in contract negotiations.
- Society for Human Resource Management – Certified Professional (SHRM-CP) or Professional in Human Resources (PHR)
