Position: Supervisor, Grant Financial
Reports to: CFO
Position to be filled: September 9, 2024
Starting Salary: $64,381 annually
Hours: Mon. – Fri., 8:30 a.m. to 4:30 p.m

Minimum Requirements:
- Bachelor’s degree in Accounting, Finance, Business Management, or a related field.
- Minimum of five years of related accounting experience with an emphasis on governmental accounting and auditing (OR seven years with an Associate’s degree, OR 3 years with a Master’s degree, OR one year with a Ph.D.).
- Experience with conducting descriptive and exploratory statistical analyses (e.g., univariate/bivariate analysis and modeling) in public health, an academic setting, healthcare system, or private industry.
- Experience leading a business team/unit and creating & monitoring program and/or department budgets.
- Valid State of Ohio driver's license and insurance at the time of appointment.
- Strong customer service, verbal and written communication skills, and effective presentation skills. Good interpersonal relationship skills including cultural sensitivity & competence.
- Strong relationship management & training skills.
- Proficiency with use of PC hardware and basic software (i.e., Microsoft Office), email, and use of other basic office equipment. Strong proficiency with Microsoft Excel. Proficiency with using accounting & financial software.
- Ability to serve in a leadership role as a member of a team.
- Ability to use logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Ability to preserve confidentiality of program records.
- Mathematical aptitude necessary to develop and administer budgets and monitor revenue/expenditures.
Responsibilities:
- Provides direction and leadership to fiscal staff and oversees their work, ensuring the accuracy of fiscal information, timely submission of financial reporting/drawdowns.
- Develops and implements policies & procedures, operating standards, and recommendations for revisions to processes as necessary to improve the efficiency and productivity of fiscal processes related to grants management.
- Conducts risk assessments of subrecipients, assigns risk level and ensures proper monitoring is performed according to the identified risk levels. Approves subrecipient versus contractor determinations to ensure proper contract designation.
- Supervises the review of subrecipient audits, cost allocation plans, indirect cost rates, expenditure reports, etc. Serves as the escalation point for issues between CCBH and subrecipients.
- Manages the preparation of grant-related financial reporting including, but not limited to funder reports, lead sheets for OCBOA statements, SEFA, etc. and the Chart of Accounts maintenance of records.
- Collaborates with other Supervisors to ensure grant funding is expended within the period of performance and guidelines of the funder and all applicable laws, rules, and regulations.
- Serves as the liaison between CCBH and external funders (federal funders, Ohio Department of Health, other state agencies, and state & local funders) to ensure compliance.
- Guides staff in performing on-site financial reviews and/or desk audits and provides technical assistance to subrecipients.
- Monitors and reviews subrecipient policies and procedures to ensure they align with regulatory and funder requirements.
- Manages the grant application process and ensures that all financial requirements and special conditions are met.
- Supervises, reviews, and approves all funding allocations and expenditures reported in sub-recipient contracts through budget establishments and revisions.
- Oversee the timely closing of expired grants.
- Ensures that inventory controls are maintained for all inventory acquired with grant funding.
- Interfaces with the internal and external stakeholders to develop and enhance positive working relationships where necessary.
- Provides customer service via face-to-face and electronic interactions. Serves as the primary resource for direct reports dealing with customer service questions and/or programmatic issues and concerns.
- Represents CCBH on internal and external committees and participates in CCBH Finance initiatives. May be asked to represent CCBH on a state, regional, or national level.
- Participates in professional development activities (i.e., trainings, conferences, etc.) to remain abreast of the most current grant accounting practices & procedures, etc. Maintains current knowledge of local, state, and federal grant management regulations.
- Coordinates the training and orientation of new staff, shadowing opportunities for students, etc. as requested.
- Participates in quality assurance and improvement activities to foster a culture of quality improvement within the assigned service area and agency.
- Manages the performance of assigned staff and initiates the hiring and progressive discipline process.
- Provides leadership and direction in public health emergency activities.
- Collaborates with internal and external partners on special projects as assigned.
- Performs other duties as assigned.
