Disease Intervention Specialist Program Manager

Position: Disease Intervention Specialist Program Manager Reports to: Grant Supervisor
Position to be filled: March 27, 2023
Starting Salary: $56,127 annually
Hours: Mon. – Fri., 8:30 a.m. to 4:30 p.m.

Minimum Requirements:
- Bachelor’s degree in public health, social work, health education or related field
- Minimum of three years of experience as a disease intervention specialist or equivalent experience OR seven years of experience (with a high school diploma/GED) OR five years of experience (with Associate’s degree) OR one year of experience (with Master’s degree).
- Must have phlebotomy training or be willing to complete phlebotomy training and receive phlebotomy certification as required by the Ohio Department of Health and/or the Center for Disease Control within six months of the date of hire.
- Additional experience with conducting public health practices (including STI and HIV prevention & control methods).
- Valid driver's license and insurance at time of appointment.
- Knowledge of HIPAA regulations and ability to preserve confidentiality of protected health information and program records.
- Strong customer service, verbal and written communication skills, and effective presentation skills.
- Good interpersonal relationship skills including diversity sensitivity & competence.
- Proficiency with use of PC hardware & basic software (i.e., Microsoft office), email, and office equipment (i.e., copier, fax, scanner, telephone, etc.).
- Proficiency with use of databases including querying and reporting data.
- Ability to efficiently multi-task daily.
- Ability to use logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Mathematical aptitude necessary to assist in developing program budgets and monitoring expenditures.
Responsibilities:
- As team leader assigns cases of infectious diseases (i.e., HIV, Syphilis, etc.) to Disease Intervention Specialist (DIS) staff. Locates and contacts individuals diagnosed with infectious diseases (i.e., HIV, syphilis, etc.) to ensure treatment is completed, follow-up testing is done, and community-based supportive services provided.
- Investigates positive laboratory tests of infectious diseases within the region as guided by the Ohio Infectious Disease Control Manual.
- Evaluates case progress via reviews, ensures complete documentation in appropriate systems, and determine case closure.
- Troubleshoots cases with DIS staff and serves as the primary contact for the Ohio Department of Health (ODH) DIS consultant.
- Assists with training/orienting new staff. Provides technical assistance and/or training to staff related to program functions.
- Researches, assists in developing and implements new and existing programs. Monitors program activities and processes to ensure alignment with services or programs.
- Assists with management of program budget(s). May assist with seeking grant funding opportunities, preparing grant proposals, and writing grant applications.
- Participates in budget development and monitoring, including periodic reallocation of funding to ensure appropriate expenditure of program funds.
- Facilitates meetings with program team members and/or with program stakeholders to provide updates and address issues/concerns.
- Assists staff when dealing with customer service questions and/or programmatic issues and concerns. Serves as the subject matter expert for program information provided on website, through social media outlets, etc.
- Communicates with and educates healthcare providers regarding infectious diseases, and contacts healthcare providers to gather additional case related information.
- Participates in meetings to stay abreast of changes to program practice and standards, infectious disease practices and trends, and changes in regulations that may impact program and services.
- Develops and extracts reports from databases (i.e., Enterprise, etc.) for delivery to internal and external customers. Gathers and organizes documents to satisfy public records requests or other reporting obligations. Monitors quality outcomes through data and report extraction.
- May participate in strategic planning activities and provide input regarding potential new programming and/or service improvements. Assists with identifying additional service agencies, potential community collaborations, and addressing community health issues.
- Collaborates with internal and external partners on special projects as assigned. Participates in public health emergency activities as needed.
- Performs other duties as assigned.
