Community & Disaster Response Planner

Toledo-Lucas County Health Department

Assignment Location: 635 N. Erie St. Toledo, OH

This position is responsible for the management and coordination of the Toledo-Lucas County Health Department's response to emerging issues affecting Lucas County residents. Responsibilities include the continuous revision and updating of all Disaster Response Plans, planning and implementing preparedness exercises, training staff in disaster preparedness, and ensuring community resources and other emergency response agencies are included in all disaster planning and response efforts.

Basic Qualifications: 

• Possession of a Bachelor's of Science and/or disaster management or other related field
• Should have experience and be knowledgeable in:
  • The practices of disaster management & preparedness, as well as anti-bioterrorism procedures
  • Incident Command Structures
  • Understanding of Strategic National Stockpile (SNS) planning & implementation
• A valid OH/MI driver's license and reliable transportation are required

Preferred Qualifications:

• Master's of Public Health or related field

Responsibilities:

Manages Disaster/Response planning, training of staff, exercise development & implementation

Works with local law enforcement, EMS, hospitals, United Way, American Red Cross, and other agencies to coordinate and produce effective plans and responses to community issues.

Ensures that all Disaster Response Plans are regularly updated and are NIMS compliant.

Educates staff on disaster preparedness including, but not limited to: the Incident Command System, MARCS radios, OPHCS, and POD dispensing.

Ensures that all appropriate agencies are integrated into TLCHD's disaster plans

Ensures that both the County's and TLCHD's EOCs are supplied and operational for all planning and preparedness activities and events.

Participates in exercises dealing with bioterrorism and/or disaster response

Writes After Action Reports in collaboration with appropriate TLCHD staff for all significant public health events including, but not limited to: disease outbreaks, bioterrorism events, foodborne outbreaks, environmental health events, and actions taken in response to delinquent service operations.

Attends monthly Epi-Planning meetings as required by supervisor

Fulfills all PHEP Grant requirements as indicated.

Other Duties & Responsibilities: Answers phone, provides disaster response advice and assistance as required. Participates on internal and external committees, and performs other duties as assigned.
