Director of Nursing & Clinical Services

Reports to:  Health Commissioner                                                   

Position to be filled: June 6, 2022

Starting Salary:  $83,194.00 annually

Hours:  Mon. – Fri., 8:30 a.m. to 4:30 p.m.

Flexible Work Arrangements: Alternate work schedule or changes in work schedule available after initial training period with approval. Core work hours of 10am to 2pm required of all staff. Remote work from home available up to two days per week with approval after the completion of a minimum of 60 days of employment.

Vaccine Policy: Effective November 1, 2021 all new hires will need to meet COVID and Influenza vaccine requirements or request an exemption as outlined in the CCBH Vaccination Policy

Minimum Requirements

  1. Bachelor’s degree in Nursing, Public Health or related field.
  2. Valid Ohio Registered Nurse license and driver’s license are required.
  3. Eight (8) years of clinical/nursing program administration [OR ten (10) years with an Associate’s degree (e.g. ADN, ASN, or AAS), OR six (6) years with a Master’s degree] AND at least three years in a people leadership (supervision) capacity.
  4. Experience must include managing programs or services, grant writing, budget administration, community engagement, and strategic planning.
  5. Valid State of Ohio driver’s license and insurance at time of appointment.
  6. Expert knowledge of public health laws, practices and policies.  Strong working knowledge of Ohio Revised Code.
  7. Expert customer service, verbal and written communication skills, and presentation skills.
  8. Expert interpersonal relationship skills including cultural sensitivity & competence.
  9. Expert proficiency with internal databases, online data management systems, and data collection methodology.

Responsibilities:

  1. Serves as a member of CCBH's Senior Leadership Team. Participates in the creation & execution of the CCBH’s vision, mission, and strategic plan.
  2. Provides oversight and consultation support for nursing practice policies and activities.  Ensures consistency in the standard of nursing practice and the quality of clinical services.  Leads/supports clinical workforce training and development initiatives including competencies, and practices & principles of public health nursing.
  3. Maintains administrative oversight of all assigned programs/services within Nursing & Clinical Services including assisting direct reports with decision making and interfacing with funders and other partner organization leaders.
  4. Oversees all programs/services within Nursing & Clinical Services, and identifies needs and/or opportunities to provide new services. Ensures service area compliance with all applicable CCBH and legal requirements. 
  5. Directs the day-to-day activities of direct reports including hiring, training, counseling, evaluating staff performance, and when necessary recommending disciplining and/or discharging staff.  Reviews and approves time off requests, daily logs, mileage logs, and expense reports.
  6. Maintains fiscal oversight of service area budget(s) including monitoring revenues vs expenditures, budget establishment, and revision.  Assists staff with development, management, and tracking of program/grant budgets and fiscal forecasting. Authorizes invoicing and payments to contractors for services rendered within assigned service area.
  7. Participates in quality assurance & performance improvement activities, accreditation planning processes and leads service area strategic planning processes.
  8. Develops and maintains relationships with key community stakeholders at all levels, and with local, state, and national organizations & policy makers to advance population health efforts.  Represents CCBH on local, regional, and statewide committees or groups.  Engages in local and regional community health improvement planning processes.  Participates in the legislative process as needed.  Works with the media to promote population health efforts and responds to media requests when needed.
  9. Develops and delivers recommendations to the Commissioner and Board regarding a variety of service area related issues, including recommendations regarding service area budget requests.
  10. Organizes and leads a coordinated, unified, and effective response to any public health emergency or investigation.
  11. Collaborates with internal and external partners on special projects as assigned. Represents service area at CCBH board meetings.
  12. Performs other duties as assigned.
