Essential Job Responsibilities: The Fiscal Officer oversees the development and maintenance of accounting practices and procedures to ensure the accurate and timely preparation of financial statements. This role manages diverse accounting activities, including financial reporting, cost analysis, and budgeting, while ensuring compliance with deadlines. The Fiscal Officer enforces fiscal policies and ethical financial practices, supporting the Department's strategic goals and operations. · Analyze accounts, expenditures, financial statements, and reports to determine preliminary budget projections. · Monitor budget and funds with the County Auditor. · Develop and maintain an appropriate accounting system for the department in conjunction with the State and County Auditor. · Supervise collection of daily revenue and payment of expenditures. · Supervise the preparation of deposits to the Treasurer’s Office. · Coordinate financial proceedings with the Auditor and Treasurer’s Office. · Perform internal audits on all accounts. · Develop and maintain a financial procedure manual. · Responsible for conducting and supervising payroll reporting and leave balances to the county auditor. · Ensures timely compliance with grant reporting and invoicing. · Prepares annual budget for board approval in conjunction with the Health Commissioner and all amendments. · Supervise designated employees in the Service Unit. · Assist the Health Commissioner and Service Unit Director in the analysis of program costs. · Assists senior management and board with financial forecasting. · Maintaining public record retention schedule. Ensure compliance with public record retention statute. · Assists with IT support; communicates with IT vendor.
Minimum Education, Training, and/or Experience Needs: · Applicants must have a bachelor’s degree in accounting or finance, with a minimum of five (5) years experience in accounting, budgeting, and forecasting. · Preferred qualifications: Experience in governmental accounting, and public budgeting and forecasting, a minimum of three to five (3 to 5) years experience in local government finance, Master’s degree, Certified Public Accountant License (CPA), Supervisory experience, experience working with auditors, and other regulators. . Strong working knowledge of Microsoft Office products (Word, Excel, SharePoint, and Outlook). |
