 JOB SUMMARY

The WIC Nutrition and Breastfeeding Supervisor is responsible for direct supervision of the Certifying Health Professionals and Breastfeeding Peers to ensure implementation of the nutrition portion of the WIC grant and breastfeeding support policies.  Collaborate with the WIC Clinic Supervisor to provide all necessary WIC program services.  Supports efficiency in flow of day-to-day operations, prepares quarterly nutrition and breastfeeding reports and assists the WIC Director with policies, procedures and program execution.

EDUCATION & QUALIFICATIONS

Ohio Licensed Dietitians (LD) and Registered Dietitians (RD/RDN) and International Board-Certified Lactation Consultant (IBCLC) or currently eligible to sit for the International Board of Lactation

Consultant Examiners (IBCLE) exam or completed Certified Lactation Counselor (CLC), Certified

Lactation Specialist (CLS), or other WIC, approved training of at least 40-course hours.  One (1) year of experience in an Ohio WIC Project including counseling breastfeeding families or within the public health system.  Experience in maternal and child nutrition.  Literacy and language skills appropriate to address the needs of diverse participants.

ESSENTIAL FUNCTIONS

Develops and provides nutrition and breastfeeding education plans for the local agency. Coordinates direct nutrition and breastfeeding services to participants, within the agency and local community. Supervises nutrition and breastfeeding services staff, including Certifying Health Professionals and Breastfeeding Peers.  Oversee the planning, implementation, and evaluation of local agency breastfeeding activities.  Works closely with the WIC Clinic Supervisor and WIC Director to provide all necessary WIC program services. Oversees food and formula prescriptions and coordinate with medical providers as appropriate.  Provides nutrition in-service training to other local agency staff who provide nutrition services to participants.  Ensures that local agency staff is properly trained on breastfeeding education and support.  Develops a training schedule for staff who provide nutrition services.  Evaluates work performance, recommends promotions or disciplinary actions. Interviews applicants for vacancies.  Assists staff and participants in resolving problems. Coordinates with other WIC program operations, local agencies and community organizations.   Participate in local and state workgroups to improve nutrition and program services.  Identifies, coordinates, and collaborates with community breastfeeding stakeholders.  Provides technical assistance and consultation to other local agency staff and health professionals in nutrition services areas.  Develops and manages the nutrition services budget.  Oversee the development and implementation of a Quality Assurance Plan and Quality Improvement Plan.  Assists WIC participants in establishing and meeting their breastfeeding goals.  Keeps current with up-to-date breastfeeding information.  Monitors, analyzes and shares local agency breastfeeding rates.  Ensures that breast pump issuance, inventory, and maintenance are logged and monitored.  Maintains current knowledge of all breast pumps distributed by the WIC clinic.  Functions as a Certifying Health Professional. Assesses and documents a participant’s nutrition risk.  Provides nutrition and breastfeeding education responsive to the identified needs/interests of each participant.  Identifies the need for individual care plans.  Implement individual care plans for low-risk and high-risk participants.  Refer participants to other health and social services and provide appropriate follow-up to referrals.  Prescribes food packages.  Teaches hand expression and use of breast pumps.  Documents nutrition services provided, including referrals and follow-up to referrals.  Ensures that screening and referrals for Alcohol Screening and Brief Intervention (ASBI), Urgent Maternal Warning Signs (UMWS), lead testing and immunizations are performed.  Ensures continuity of care by collaborating with peers and other clinic staff.  Develops the skills necessary to function as support staff including obtaining heights, weights and laboratory work.

The WIC Nutrition and Breastfeeding Supervisor is responsible for oversight of the WIC Division when the WIC Director and WIC Clinic Supervisor are unavailable.

Participates in agency disaster preparedness activities; may be required to report for work outside normal working hours during an emergency; available 24/7 for consultation related to bioterrorism/public health emergencies; meets all public health core competencies as outlined by the position’s Supervisor; completes other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Working knowledge in maternal and child nutrition, of State WIC and local WIC project policies and procedures, medical terminology, VENA counseling and community resources and services.

Skilled in Medical infant scale and adult scale, recumbent and standing measuring board, Masimo Pronto, HemoCue, micocuvette, and lancet, and WIC Certification System.

Ability to add, subtract, multiply and divide fractions and/or percentages. Conversions between U.S. standard and metric system measures.  This job requires proficiency of computers skills including Microsoft Office (Word, Excel, PowerPoint, Outlook), Adobe Reader, e-mail, electronic calendar, and internet research; ability to compile, consolidate and summarize information; exceptional knowledge and use of English grammar, spelling, written format and punctuation; effective verbal and written communication skills; ability to work independently and as part of a team both in a dependable manner; knowledge of community resources; be able to effusively deal with stress; ability to learn and use a computer and web-based reporting program for completing on-line reports; ability to establish and maintain effective working relationships with other agency and organization representatives; knowledge and skills associated with detailed recordkeeping and reporting procedures; ability to meet multiple deadlines, excellent organizational skills, and adhere to confidentiality requirements.
