Position Summary:
The purpose of this position is the management of the overall day to day operations and personnel of the Health Department to assure the successful achievement of the department's vision, mission, and program objectives. The Administrator promotes and supports population health in Morgan County by providing Senior Management expertise and leadership as needed. This position promotes individual and population public health by providing essential services of public health within a variety of settings, ensures compliance with a broad range of current and local health and environmental codes, regulations and policies; participates in community health and environmental projects; and providing technical assistance and information to individuals, families and groups regarding public health and environmental issues. This position is also responsible for providing mentorship, support and supervision to the staff. The Administrator work is performed under the direction of the Board of Health/ Health Commissioner. Position assumes all duties (except Medical Director) of the Health Commissioner in their absence and supervises all staff within the department.
Essential Duties:
Ensures enforcement of all laws & regulations under jurisdiction of Board of Health; keeps the public informed on matters affecting their health. Plans, directs, coordinates and manages Morgan County Health Department activities. Assess community health needs; develops, implements and monitors appropriate public health programs. Works with staff & other agencies to determine need, feasibility, planning & programming of all existing & proposed programs and services affecting community members. Works with governmental entities on community and state level to mediate, negotiate and communicate issues of public health; recommends to the Board of Health changes required to comply with statute and updates of health on all activities. Reviews and evaluates staff functions and program objectives, conducts staff meetings and maintains annual education requirements. Acts as HR Director in this Health Department.
Reviews policies and procedures and coordinates revisions as necessary.

Associates Degree in Office Administration, or equivalent healthcare experience required. Previous supervisory experience is a must
Must complete PHAB Accreditation Coordinator certification within six (6) months of Employment.
Experience in Performance Management, Strategic Planning, Quality Improvement, Communicable disease follow- up, Health hazard Investigations and Foodborne/ waterborne outbreaks preferred .
Key Competencies:
- Knowledge of personnel policy and procedures.
- Ability to supervise the work of the Health Department
- Ability to use email, electronic calendars, word processing software, spreadsheets, databases and multi - line phone system.
- Ability to plan, implement, and evaluate multiple initiatives within proposed timeframes.
- Ability to communicate effectively and make public presentations. Ability to work independently and as part of a team.
Work Environment: General office setting in the department facilities, as well as community sites. Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions such as snow/ice, cold, heat, noise, and poor illumination at the job site. Travel to and from work locations may subject worker to increased risk of injury, communicable diseases, hazardous materials or animals.
Physical Requirements: Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities:
