Deputy Health Commissioner

Lorain County Public Health

Definition: Under the general direction of the Health Commissioner, assists the Health Commissioner in the administration and oversight of public health programs for Lorain County Public Health; provides health policy consultation on public health prevention issues to the Health Commissioner, Board of Health, department staff, citizens, public officials, community organizations, and partner agencies; in the absence of the Health Commissioner, may serve as the Health Commissioner designee; and performs other related work as required.

Distinguishing Characteristics

This position is in the unclassified management level class and is responsible to the Health Commissioner by:

This position is distinguished from the Health Commissioner in that the Health Commissioner is appointed by the Lorain County Public Health Board of Health to direct the health district and to carry out the policies of the Board of Health and possesses the powers, duties, and responsibilities relating to the preservation and protection of public health under the laws of the State of Ohio.

The Deputy Health Commissioner assists in directing the health district, and does not carry full powers, duties, and responsibilities relating to public health, but may act in the absence of the Health Commissioner.

Qualifications: Knowledge, Skills, and Abilities
A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills, and abilities:

Knowledge of:

  1. Current principles and practices of public health systems, project management, social marketing, quality improvement techniques, and community health assessment.
  2. Functions and services of local public health agencies.
  3. Accepted practices concerning the prevention and control of communicable diseases and other common public health programs.
  4. Epidemiological principles and studies.
  5. Laws and regulations governing local public health agencies.
  6. Inter-relationships of services among local public and private and voluntary public health agencies and organizations.
  7. Business Processes and quality improvement practices.
  8. Principles of public health administration.
  9. Principles and techniques of leadership, management, personnel supervision, and training.
  10. General governmental laws and rules, e.g. ethical practice, records management, etc.

Skill and Ability to:

  1. Plan, organize and direct a broad range of public health programs.
  2. Exercise initiative, ingenuity and sound judgment in solving difficult technical, administrative and public health problems.
  3. Effectively supervise and manage staff in a team environment and structure.
  4. Analyze, plan, develop and direct the implementation of improvements to enhance the effectiveness and efficiency of public health services and programs demonstrating measurable objectives to affect appropriate public health outcomes.
  5. Establish and maintain an effective working relationship with partners, representatives of community groups and professional organizations, local and state public officials and the public.
  6. Understand and relate to others the aims, concepts, and principles of public health principles and practice.
  7. Coordinate public health programs and service activities with other divisions and departments.
  8. Develop and lead effective teams to address significant public health and operational issues.
  9. Prepare clear and concise written and oral reports.
  10. Communicate effectively across a broad spectrum of cultures, issues, and work styles.
  11. Speak effectively before large groups.
  12. Utilize common office technologies and computer software such as Word, Excel, and PowerPoint.

Employment Qualifications, Experience, and General Requirements
Qualifications:
A licensed physician, licensed dentist, a licensed veterinarian, licensed podiatrist, licensed chiropractor, or the holder of a master’s degree in public health or an equivalent master’s degree in a related health field as determined by the members of the board of health (ORC 3709.11).

Experience:
Five years of responsible managerial experience in public health administration and leadership while demonstrating the skill levels listed in the Core Competencies for Public Health Professionals at the senior management level. (Preferred)

Be in possession of a Valid Driver’s License for the State of Ohio with an acceptable driving record.

Physical Requirements and Unusual Working Conditions:
Work is of a general office nature with fieldwork walking over uneven terrain and climbing stairs. Be able to lift objects of weight up to sixty (60) pounds.

Requires travel and non-traditional work hours, including evenings and weekends, as necessary.
