Location:                    Ravenna, Ohio

Position Type:            Full-Time; Exempt

Work Schedule:         Office Hours are Monday – Friday 8:00am- 4:30pm; Hours may vary

May require some weekend and evening work; 40-hour work week

Salary Range:            $31.00-$38.00 per hour ($64,480-$79,040) commensurate on experience.

180 days probationary period

Summary:      

The Portage County Combined General Health District is seeking an ethical and experienced professional with strong technical and interpersonal skills to fill a full time Director of Finance position. The ideal candidate should exemplify leadership qualities, as well as clear, concise, and open communication skills.  The Director of Finance is responsible for the financial management and accounting activities required for the successful operation of Portage County Combined General Health District, including such tasks as budgeting, forecasting, account reconciliation, financial reporting, annual audits, grants management, accounts payable, accounts receivable and payroll. 

Job Description:

Prepares and oversees the Portage County Combined General Health District Budget. Collaborates with other agency Directors to develop an accurate agency budget that represents future expenses and revenues.

Monitors and maintains Portage County Combined General Health District fiscal activity for financial position and trends, including comparing actual revenue with estimated revenue, and comparing actual expenditures with budgeted expenditures. Prepares fiscal forecasts for decision making.

Prepares agency expenses, revenues, and contracts for Health Commissioner approval. Assist Health Commissioner with maintaining financial transparency for the Directors and the agency.

Oversee bi-weekly payroll for approval by the Governing Entity and Health Commissioner. Oversee accurate accounting records pertaining to all employee sick, vacation, other designated time off, and travel.

Works with and assists auditors with required audits. Provides documentation, audit evidence and explanations to the auditors. Responsible for monthly balancing and Annual Financial Reports.

Ensures a documented system of accounting principles and procedures. Establishes procedures pursuant to Portage County Combined General Health District policies and governing laws for all fiscal activities and transactions to ensure compliance with applicable Federal, State and Local Laws.

Participates in all Board of Health meetings, finance meetings and other meetings to represent the Portage County Combined General Health District’s financial interests. Presents timely and complete financial reports to the Board of Health and stakeholders. Prepares and presents monthly expenses and revenues for the governing entity. Tracks divisional expenses and revenues to inform decision making for the governing entity. Serve as agency liaison for County Auditor’s office and Budget Commission.

Demonstrates full competence in the MUNIS system which is maintained by the Portage County Auditor. Collaborates with Portage County Auditor staff to achieve a consistent accounting system for processing expenses and revenues.

Trains and supervises all Finance Division employees. Successful delegation of job duties to staff while providing a clear understanding of expectations. Communication with staff on a daily basis.

Solves or participates in the solving of Finance Division and agency-wide finance problems. This includes payroll, billing, accounts receivable, accounts payable and inquiries.

Routine input of financial transactions in databases and reconciling of accounts in a timely manner. Gather, verify, balance, adjust, record, and file financial data.  Resolve discrepancies. Prepare databases for various programs. Prepares reports and forms via the database.

SUPERVISORY RESPONSIBILITIES:

Carries out supervisory responsibilities in accordance with the PCHD policies and applicable laws. Responsibilities include interviewing, recommending, and training employees; planning, assigning, and directing work; appraising performance; reward and discipline of employees; addressing complaints and resolving problems.

Organizational Duties:         

Provide and support opportunities for reporting staff to participate in quality improvement team projects and quality improvement training initiatives and ensure incorporation of the principles of quality improvement into their daily work activities.

Participate in quality improvement team projects and quality improvement training initiatives as applicable/required and incorporate the principles of quality improvement into daily work activities. Complete the New Employee Curriculum and trainings.

Work Environment: 

General office setting requiring sedentary to light work which may include sitting, walking, climbing, reaching, standing, talking, and listening with occasional exposure to adverse environmental conditions.  The role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee must frequently lift and/or move up to 30 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The noise level in the work environment is usually moderate.
