Examples of Duties

Under administrative direction, manages and coordinates programs and activities of the Division. Develops and revises policies and procedures, program criteria and management tools, and fosters an atmosphere of accountability. Provides vision and strategic direction for the Division to establish a high level of service quality and standards. Fosters an atmosphere of accountability around performance outcomes and designs corrective actions as needed. Manages Divisional budget of consisting general, grant, and special revenue funds. Provides oversight of the essential programs within the Division, including Food Service Operation Inspections of over 5,000 food establishments and Lead Safe Living - Healthy Home Program designed to reduce the incidence of lead poisoning and lead prevalence in Cleveland's housing stock. Oversees State required inspections of pools, tattoo parlors, solid waste facilities, schools, larvacide and vector abatements, and local code enforcement of hotels, barber shops, public laundries and general nuisance complaints. Meets regularly with program managers to share information, discuss program activities, develop leadership skills, and ensure integration of service delivery among programs. Participates in labor relation activities including but not limited to grievance hearings and working with union leadership to foster positive labor/management relations. Provides timely issuance of licenses and permits as required by State and Local codes. Performs other job-related duties as required.

Minimum Qualifications

A Bachelor's Degree in Environmental Health/Management or related field from an accredited four year college or university is required, a Master's Degree in a related field is preferred. Seven years of full time paid work in Environmental Health, Program Management, Sanitation, or related field including personnel supervision. A valid State of Ohio Driver's License is required. Organizational competencies required include customer focus, accountability, compliance, personnel management, continuous quality improvement, occupational health and safety, and equity and fairness.

Supplemental Information

LICENSES/CERTIFICATIONS/REGISTRATIONS/SPECIAL CREDENTIALS NEEDED:
Must be registered in accordance with sections 4736.01 to 4736.15 of the Ohio Revised Coded to practice environmental health.

EXPERIENCE REQUIRED/ADDITIONAL DUTIES:
Seven years of full time paid work in Environmental Health, Program Management, Sanitation, or related field including personnel supervision. A valid State of Ohio Driver's License is required. Organizational competencies required include customer focus, accountability, compliance, personnel management, continuous quality improvement, occupational health and safety, and equity and fairness. Demonstrated or advanced degree or training in civic engagement, public health activities, or public administration. Progressive experience in program/project management, health policy, public administration, public health or business administration. Experience managing in a complex unionized, fast-paced, highly-visible and evolving environment and be able to lead staff through changes in the Division. Talent for managing and leading a diverse staff, ability to connect on an individual level and to develop and empower direct reports.
