The Delaware Public Health District is seeking a Fiscal Officer. The Officer will be the strategic financial advisor to the Board of Health and the Health Commissioner. The Officer will provide for the administration of the Fiscal Unit of the health district.
The ideal candidate will have knowledge of governmental accounting, budgeting, forecasting, Generally Accepted Accounting Principles (GAAP) and government cash basis accounting; certification in Governmental Finance Management preferred.
The candidate will have State of Ohio and Federal rules/legislation related to finance and operations, administrative management principles, public administration, and public health. Mandated competencies include developing program and organizational budgets, defending organizational budgets, preparing proposals for funding (e.g., foundations, government agencies, corporations), performance management, and quality improvement. Supervisory experience must include employee development, performance appraisal, and performance improvement.
Requirements:
Bachelor’s degree in the field of business/public administration, or other finance-related field required. Master’s degree preferred. Seven to ten years of relevant experience required, with at least three years in a supervisory role.
