The Health Commissioner is appointed by the Lorain County Public Health Board of Health to direct the health district and possesses the powers, duties, and responsibilities relating to the preservation and protection of public health under the laws of the State of Ohio. The Health Commissioner’s position is in the unclassified service and is the chief executive officer of the Lorain County Public Health as defined in the Ohio Revised Code Section 3709.11 with distinguishing characteristics and job duties including, but not limited to:
● Serves as the secretary to the board of health;
● Responsible for leadership, management, administration, and oversight of public health programs and for Lorain County Public Health and the State of Ohio;
● Provides health policy consultation on public health issues to the Board of Health, department staff, citizens, public officials, community organizations, and partner agencies.
● The oversight of community public health services coordination, prevention of communicable chronic disease control, public health emergency and disaster planning and response and
● Assuring quality improvement for all activities of the health district.
Qualifications: Knowledge, Abilities, and Skills
A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills, and abilities:
Knowledge of:
1. Current principles and practices of public health systems, project management, social marketing, quality improvement techniques, and community health assessment.
2. Accepted practices concerning the prevention and control of communicable diseases and other common public health programs.
3. Laws and regulations governing local public health agencies.
4. Inter-relationships of services among local public and private and voluntary public health agencies and organizations.
5. Business Processes and quality improvement practices.
6. Principles of public health administration.
7. Principles and techniques of leadership, management, personnel supervision, and training.
8. General governmental laws and rules, e.g. ethical practice, records management, etc.
Skill and Ability to:
1. Plan, organize, and direct a broad range of public health programs.
2. Identifying and evaluating relevant information on complex problems and developing and implement a solution to complex problems.
3. Use of good judgment and decision-making in solving difficult technical, administrative, and public health problems.
4. Effectively supervise and manage staff in a team environment and structure.
5. Analyze, plan, develop and direct the implementation of improvements to enhance the effectiveness and efficiency of public health services and programs demonstrating measurable objectives to affect appropriate public health outcomes.
6. Establish and maintain an effective working relationship with partners, representatives of community groups and professional organizations, local and state public officials, and the public.
7. Understand and relate to others the aims, concepts, and principles of public health principles and practice.
8. Coordinate public health programs and service activities with other divisions and departments.
9. Develop and lead effective teams to address significant public health and operational issues.
10. Prepare clear and concise written and oral reports.
11. Communicate effectively across a broad spectrum of cultures, issues, and work styles.
12. Speak effectively before large groups.
13. Utilize common office technologies and computer software such as Word, Excel, and PowerPoint.
Employment Qualifications, Experience, and General
Qualifications: A licensed physician, licensed dentist, a licensed veterinarian, licensed podiatrist, licensed chiropractor, or the holder of a master’s degree in public health or an equivalent master’s degree in a related health field as determined by the members of the board of health (ORC 3709.11).
Experience: Five years of senior or executive level experience in public health administration and leadership while demonstrating the skill levels listed in the Core Competencies for Public Health Professionals at the senior management level. https://www.cdc.gov/public-health-gateway/php/our-work/public-health-professionals-competencies.html
Be in possession of a Valid Driver’s License for the State of Ohio with an acceptable driving record.

Physical Requirements and Unusual Working Conditions:
Work is of a general office nature with infrequent fieldwork walking over uneven terrain and climbing stairs. Be able to lift objects of weight up to forty (40) pounds.

Compensation: $145,000.00 - $165,000.00
