NOW HIRING: Assistant Health Commissioner/Division Director of Environmental Health
The Assistant Health Commissioner/Director of Environmental Health is responsible for planning, developing, and administering the operations of the EH division to comply with federal, state and local public health laws, regulations, and related processes, and as well as supervising the related employees, providing leadership and direction to the division.
The Director of Environmental Health originates and leads practices and objectives that will provide an employee-oriented, quality performance culture that emphasizes quality and productivity, goal attainment, and the recruitment and ongoing development of a strong, competent workforce, all in support of our mission and vision. This position serves as a member of the Senior Management Team.
With successful completion of the probationary period, this position can also act as the Health Commissioner in the Commissioner’s absence.
Duties Include:
- Under the direction of the Health Commissioner, this position plans, develops, and administers activities and operations of the Division of Environmental Health, including evaluating the effectiveness and efficiency of public health EH service programs.
- Provides recommendation for policies, programs, and services in alignment with the agency’s adopted mission and vision, community needs, and federal, state, and local mandates.
- Provides strategic oversight for competencies, scope of practice, and development of Franklin County Public Health EH staff and the direction of environmental public health initiatives including those involving Community Environmental Health, Food Safety, Water Quality, Plumbing & Medical Gas, Sustainability, and others as designated.
- Provides direct and indirect supervision, coaching, and oversight to direct and indirect staff with performance evaluations, mentoring and discipline. Supervision and review of individual and team performance in alignment with FCPH mission and goals. Leads candidate reviewing, interviewing and providing hiring recommendations. Leads the EH division workforce training and development initiatives, research review processes, and related initiatives.
- Organizational Leadership through maintenance and promotion of an inclusive and professional working environment; downstream communication of and alignment with FCPH goals, mission, and leadership objectives; suggest changes and updates to policy and procedures in the office; organizational change management.
- Directs preparation of the Division budget in coordination with the Director of Finance and Business Operations. Works proactively with Section, Division and fiscal staff to ensure financial responsibility by operating within approved budget and ensuring proper control over expenditures. Evaluates and improves financial effectiveness of all EH programs, and works closely with fiscal staff for status of accounts and compliance with state and federal law and regulation. Researches and applies for alternative funding sources, including grants, foundations, collaborations and other opportunities. Monitors programs, deliverables and accounting for grant funded programs and initiatives.
- Develops and maintains effective working relationships with public health partners and elected officials. Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial, and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
- Attends meetings, seminars, and conferences, and other job-related training sessions. Attends board meetings. Represents agency in the community and at community partnership meetings/events and with the media as necessary.
- Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to the public’s health. Participates in Department and community emergency response training and drills in support of disaster preparedness consistent with job classification.
- Other related duties as assigned.
Position Requirements:
- Master’s degree in public health, public administration, environmental health or related field required.
- Minimum of five (5) years of progressive biology or environmental health leadership; management in a public health or related agency with direct supervisory experience required.
- Current license as an Ohio Registered Environmental Health Specialist (REHS) required.
- Strong organizational skills with an attention to detail and accuracy, strategic planning and analytic skills.
- Knowledge of federal, state and local public health laws, regulations, and related processes.
- Technical proficiency needed with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), databases, etc.
- Valid Ohio driver’s license and ability to meet insurability requirements.
- Some evening and weekend hours required.
Hiring Wage Range: $ 50.61/hour - $ 58.20/hour. This is an exempt position.
