POSITION OVERVIEW:

 

The Health Commissioner is responsible for the overall management and operation of the Wood County Ohio Health Department, including but not limited to, Program Coordination and Administration, Supervision, Community Relations, Ethics and Compliance, and Regulation Enforcement.

 

Reporting directly to the Board of Health, the Health Commissioner serves as the Executive Officer of, and Secretary to, the Board of Health and is responsible for carrying out all orders of the board and the Ohio Department of Health. Additionally, the Health Commissioner oversees the planning, directing, and evaluation of all public health programs, and engages in cross-functional collaboration with the Chief Executive Officer (CEO) of the Community Health Center (CHC) in the CEO’s oversight of that division.

 

The Health Commissioner is also responsible for enforcing state and local health codes and regulations, managing budget and staff, and leading community health improvement initiatives for Wood County, Ohio in alignment with the Ohio Revised Code.

 

MINIMUM QUALIFICATIONS:

EDUCATION:

· A Master’s Degree or higher in public health or in a related health field as determined by the Board of Health OR be a licensed physician, a person who is licensed as a certified nurse-midwife, clinical nurse specialist, or certified nurse practitioner and who specializes in public health; a licensed dentist; a licensed veterinarian; a licensed podiatrist; a licensed chiropractor. License must be issued by the State of Ohio. License must be maintained throughout employment.

 

EXPERIENCE:

· Ten (10) years’ experience in public health, local government, or related field

· Five (5) years’ experience directly supervising the work of others

· Experience reporting to, or directly working with, a Board of Directors

· Financial Management including management of state and federal grants

PREFERRED QUALIFICATIONS:

· Experience working with Federally Qualified Health Centers (FQHC).

 

ORC QUALIFICATIONS:

 

· Qualified candidates must meet legal qualifications set forth in the Ohio Revised Code, including Chapter 3709.

 

OTHER:

 

· The Health Commissioner must have or acquire certification in National Incident Management System (NIMS) levels 100, 200, 300, 400, and 700 within six (6) months of employment.

· Must possess a valid Ohio driver’s license, proof of current automobile insurance, and reliable transportation. License and insurance must be maintained throughout employment.

· Final candidates must successfully pass a background check.

 

An individual who poses a direct threat to the health and safety of others in the workplace will be deemed not qualified for this position.
