The Paulding County Health Department is seeking a qualified, detail-oriented, and customer-focused individual to serve as our Fiscal Officer/Registrar. This full-time position plays a vital role in managing the agency's financial operations while also providing registrar services for birth and death records and assisting the public at the front office. Position Summary Under the supervision of the Deputy Health Commissioner, the Fiscal Officer/Registrar oversees the day-to-day fiscal operations of the Health Department, including payroll processing, accounts payable, revenue tracking, financial reporting, budget support, and audit preparation. This position also serves as a primary point of contact for the public, assisting with reception duties, answering phones, directing inquiries, supporting immunization clinic operations, and processing birth and death certificates. The successful candidate will possess strong financial, organizational, and customer service skills and be committed to providing professional and courteous service to the community.
Essential Responsibilities
• Manage accounts payable and prepare bills for payment.
• Compile and submit payroll information.
• Prepare and process pay-ins with the County Treasurer and Auditor.
• Record and track revenues and expenditures.
• Prepare monthly, quarterly, and annual financial reports.
• Monitor purchase orders and assist with budget planning activities.
• Assist with audits and financial reporting requirements.
• Verify quarterly reports and billing information.
• Issue and register birth and death certificates. • Serve as a receptionist and primary point of contact for Health Department visitors.
• Answer and direct incoming phone calls and respond to general inquiries.
• Assist clients by providing information regarding Health Department programs and services.
• Support immunization clinic operations, including patient check-in and customer assistance.
• Schedule appointments and direct clients to appropriate staff or services.
• Receive payments, issue receipts, and maintain accurate financial records.
• Provide professional, courteous, and confidential customer service to the public.
• Participate in emergency preparedness activities and public health response efforts.
• Perform additional duties as assigned to support Health Department operations. Minimum Qualifications
• High school diploma required.
• Associate or bachelor's degree in accounting, Finance, or a related field preferred.
• Minimum of three (3) years of accounting or financial management experience.
• Valid driver's license, acceptable driving record, and proof of automobile insurance. Preferred Skills and Qualifications
• Strong accounting, bookkeeping, and financial reporting experience.
• Proficiency with Microsoft Excel and general office software.
• Excellent organizational skills and attention to detail.
• Ability to manage multiple priorities and meet deadlines.
• Strong verbal and written communication skills.
• Ability to work effectively with the public, coworkers, and community partners.
• Commitment to professionalism, confidentiality, and public service.
Work Schedule This is a full-time position with a typical work schedule of Monday through Friday, 8:00 a.m. to 4:00 p.m. Occasional evening, weekend, holiday, and travel requirements may apply.
